Problem

• Emergency communication was unreliable—not just because of messaging tools, but due to system-level breakdowns

Surface-level issue:

• Schools relied on fragmented channels (calls, emails, manual outreach)
• Parents received delayed or inconsistent updates

Deeper issue (key insight):

Parents were not reliably reachable in the first place.

• Registration processes were fragmented across multiple acquired systems
• A hybrid model existed:
  • Postal form submissions
  • Partial digital entry
• Data was:
  • Delayed
  • Incomplete
  • Sometimes lost

As a Result:

• Schools could not guarantee communication reach
